PAU ORGANIZES WORKSHOP ON INTELLECTUAL PROPERTY RIGHTS

The Department of Plant Breeding and Genetics, Punjab Agricultural University (PAU), conducted a one-day workshop on ‘Intellectual Property Rights (IPR)’ with the objective to acquaint the end users, policy makers, faculty and students with the concepts of IPR. The workshop was held in collaboration with the Crop Improvement Society of India (CISI); National Academy of Agricultural Sciences (Ludhiana Chapter); Cell for IPR Promotion and Management (CIPAM), Ministry of Commerce and Industry; Protection of Plant Varieties and Farmers’ Rights Authority (PPV&FRA); Punjab State Council for Science and Technology, Chandigarh and Technology Information Forecasting and Assessment Council (TIFAC), New Delhi.

The Chief Guest, Dr Baldev Singh Dhillon, Vice-Chancellor, PAU, highlighted the importance of IPR in present day agriculture. He shared the status and current scenario of IPR at the national level, and motivated the faculty and students to acquaint themselves with the issues involved. He emphasized that IPRs are important in all spheres of agricultural research. Patenting has become a significant factor in agricultural research, especially, where technology generated be it varieties, machinery etc. directly affects the farmers and their livelihood, he added.

Dr Sanjeev Saxena, Assistant Director General, Intellectual Property Technology Management Unit (ICAR), New Delhi, highlighted the new initiatives on intellectual property management. He said that IPR should become a way of life for young researchers.

Ms Shivani Singh, Assistant Manager, Cell for IPR Promotion and Management, Department of Industrial Policy and Promotion, Ministry of Commerce and Industry, New Delhi, deliberated on National Intellectual Property Right Policy. This policy is likely to push IPR as a marketable financial asset, promote innovation and entrepreneurship, she added. She also informed that an IPR dashboard has been prepared by the Ministry for setting timelines about milestones, which will help different departments to coordinate in public interest at large.

On the occasion, Dr Neeru Bhooshan, ZTM and BPD Unit (Indian Agricultural Research Institute), New Delhi, spoke on the importance of harnessing intellectual property for agricultural prosperity. She informed that IP management and commercialization of technologies are two aspects that should go hand in hand.

Dr R.C. Aggarwal, Registrar General, Protection of Plant Varieties and Farmers’ Rights Authority, New Delhi, apprised the audience of various legal aspects of IPR on plant varieties and stressed the need to protect the varieties by registering them witty the Authority.

Sh Gurharminder Singh, Senior Scientific Officer, Punjab State Council for Science and Technology, Department of Science Technology and Environment, Punjab, highlighted the importance and procedure of filing patents. He said that securing an IP is one of the most important tasks any individual scientist or an institution may undertake.

Ms Archana Shankar, a Law Practitioner, Senior Partner and Head, Department of Patents and Designs, Anand and Anand, Noida, presented a comprehensive view on the confluence of PVP Rights, Patents and Biodiversity Act.

Dr S. Mauria, Principal Scientist, ICAR, Intellectual Property Unit, New Delhi, deliberated on biological resources, intellectual property and development from biodiversity to bioeconomy. He also highlighted the ethical and social issues relating to IPR and Seed Bill.

Dr M.S. Gill, Director of Research, PAU, proposed the vote of thanks. He said that the workshop provided a good platform to the scientists and the students, where majority of their queries related to IPR were addressed. He also lauded the initiative taken by Dr K.S. Thind, Head, Department of Plant Breeding and Genetics, in organizing such a successful event.
